Biological Assessment of Threatened Eiders for the Alpine Satellite Development Project, Northern Alaska

ABR conducted background research and provided a technical evaluation of the
potential effects on Spectacled and Steller’s eiders (both threatened species under the
Endangered Species Act) of proposed oil developments on the Colville River Delta and
in the National Petroleum Reserve–Alaska. ABR compiled both regional information
from USFWS surveys and site-specific information from aerial and ground surveys
of the locations of eiders and their nests, broods, and habitat use. ABR evaluated the
impacts on eiders from six different alternatives, as well as cumulative effects, and
prepared a Biological Assessment for submittal to the U.S. Fish and Wildlife Service, as
part of the Section 7 consultation process under the Endangered Species Act. (2003).
