Environmental Impact Statement for spruce creek
access, denali national park and preserve (1998–2000)
Client: National Park Service
ABR served as principal consultant to NPS for preparation
of an EIS regarding ANILCA Title 11 access to a
private inholding for development of a new tourist
lodge in the Kantishna Hills of Denali. ABR participated
in scoping meetings and public hearings, prepared
portions of the affected environment chapter of
the EIS, analyzed impacts and wrote the environmental
consequences chapter, responded to public and agency
comments, and coauthored the final EIS. Areas of
special emphasis for field data collection and evaluation
were wetlands mapping and analysis of noise effects.

Environmental Impact Statement for the backcountry
management plan and general management plan amendment,
denali national park and preserve (1999–2002)
Client: National Park Service
ABR served as principal consultant to NPS for preparation
of an EIS to evaluate the impacts of various alternatives
for an updated, comprehensive plan to manage human
activities in the wilderness backcountry of this
6 million acre park and preserve. Responsibilities
included attendance at scoping meetings and public
hearings, researching and writing EIS chapters describing
the existing environment, and predicting the environmental
consequences of the plan alternatives, including

Environmental evaluation of the alpine development
project, Northern alaska (1995–1998)
Client: ARCO Alaska, Inc. (now ConocoPhillips
Alaska, Inc.)
ABR scientists researched and prepared major portions
of an environmental evaluation document (applicant’s
NEPA-compliance document) for the Alpine Development
Project, a new oil and gas development on the Colville
River delta in arctic Alaska. ABR provided expertise
in diverse technical disciplines: geomorphology,
hydrology (using a subcontractor), plant communities
and wetlands, wildlife and wildlife habitats, and
threatened and endangered species. ABR described
the existing environment, identified environmental
consequences of the proposed development and alternatives,
assessed cumulative impacts, and proposed mitigation.
ABR developed a GIS database that delineated project
alternatives, identified high-value wildlife habitats
(working cooperatively with agency personnel), and
quantified potential impacts of route and facility
alternatives on wildlife and fish habitats. For

Environmental Impact Statement for thE Anchorage
Coastal Trail (2002–2004)
Client: Alaska Department of Transportation and Public Facilities and HDR, Inc.
ABR coauthored an EIS to evaluate the impacts of various alternatives for
the Anchorage Coastal Trail in the Municipality of Anchorage, Alaska. ABR’s
responsibilities included attending agency scoping meetings and public hearings,
and researching and preparing EIS chapters describing the existing environment,
predicting the environmental consequences of the plan alternatives, and analyzing
cumulative impacts. ABR evaluated habitat-wildlife relationships along the
coastal trail and conducted a study of bird and wildlife resources that was used as
background material for the EIS. ABR responded to comments on the DEIS and

Miscellaneous NEPA Document Review Services
Client: Various
ABR’s expertise in environmental impact analyses
has been requested by several clients to provide
technical reviews of NEPA documents (Environmental
Asessments/Environmental Impact Statements) to assure
scientific accuracy and compliance with NEPA requirements.
In 2004, we provided a technical review of the EIS
prepared for the Alpine Satellite Development Project
in northern Alaska. We also have provided a review
of an EIS prepared by the U.S. Air Force for Military
Operating Areas in Alaska and of an EA of hovercraft
use in delivering U.S. mail between Bethel and nearby
villages on the Kuskokwim River. For more information,
